Biography

From 1998 - 2001, Dag Detter led a restructuring of the $70 billion portfolio of companies owned by the Swedish government. The portfolio consisted of more than 60 companies and 200,000 employees. This was the first attempt by a European government to address systematically the ownership & management of government enterprises & real estate.

During the restructuring, Mr. Detter served as the President of Stattum, a holding company that managed part of the Swedish government’s portfolio of businesses. He also served as a Director at the Swedish Ministry of Industry and as Head of the State Enterprise Division within the Ministry.

The companies overseen by Mr. Detter during this period included Vattenfall, the national electricity company; Posten, the national mail and logistics company; Telia, the telecom incumbent; AssiDomän, one of Europe’s largest forestry, paper, and packaging groups; Celsius, one of Europe’s largest defence groups; and the rail operator SJ.

From May 1999 - June 2001, as the restructuring was under way, the value of the Swedish government’s portfolio of assets increased 12%, outperforming the local stock market index which appreciated only 6%. The portfolio also yielded approximately 18 billion USD from divestitures and approximately 7 billion USD from dividends.

Mr. Detter has since advised local and national governments in over 30 countries on how tap the value of their public commercial assets and real estate. The countries where his advisory services have been sought out include Abu Dhabi, Argentina, China, Ethiopia, Finland, Greece, Jordan, Libya, Lituhania, Oman, Saudi Arabia, Sri Lanka, the United Kingdom, the United States, Ukraine, Uzbekistan, and Vietnam.

He has also advised international institutions such as the Asian Development Bank, the International Monetary Fund (IMF), and the World Bank. He has consulted for the European Stability Mechanism and Hellenic Republic Asset Development Fund.

He has served as Non-Executive Director of both listed and private companies, including Celsius; Telia; Posten; Svenska Kraftnat, the Swedish national electricity company; and Jernhusen, the Swedish national railway holding company.

He speaks English, Swedish, German, French, Mandarin, and Danish.

Biography

Gary Klein is Professor of History at SUNY Westchester Community College & Co-Chair of the New York City Chapter of the Alumni and Friends of the London School of Economics (LSE).

He has taught courses in 19th and 20th century US history as well as on the American Presidency at SUNY/Westchester Community College since 2001. Gary Klein earned his B.A. from the University of Pennsylvania and his M.A. and Ph. D. from the London School of Economics, all in history.

Over the course of his service to the College, Dr. Klein has earned numerous teaching honors including the SUNY Chancellor’s Award, NISOD and the WCC Foundation award.

Dr. Klein plays a prominent role in promoting faculty development. He is an active faculty in programs of the Center for Faculty, and founded the Junior Faculty Association program and the “No-Pressure Observation “ program which provides resources for teaching observations of faculty.

Biography

Ian Ball is an Adjunct Professor in the School of Accounting and Commercial Law at Victoria University of Wellington.

Until 2021, he was Chair of the Audit Committee for the financial statements of the New Zealand Government.

He was Chief Executive Officer of the International Federation of Accountants (IFAC) (2002-2013). Earlier, as Chairman of the IFAC Public Sector Committee (now the International Public Sector Accounting Standards Board) (1995-2000), he initiated and led the development of International Public Sector Accounting Standards.

While with the New Zealand Treasury (1987-1994) he was responsible (as Director of Financial Management Policy and Central Financial Controller) for the design, and then implementation, of the New Zealand Government’s financial management system and the development of the Public Finance Act 1989.

He has also been Professor of Accounting and Public Policy at Victoria University of Wellington (1994-2013) and a member of the New Zealand Accounting Standards Review Board and the Standards Advisory Council of the International Accounting Standards Board. In the period 2010-2014 he was closely involved in the development of Integrated Reporting, having chaired the Working Group and been a board member of the International Integrated Reporting Council (IIRC).

Ball is a Fellow and Life Member of the New Zealand Institute of Chartered Accountants, where he served as a member of the Council and of the Executive Board. He is also a member of the Chartered Institute of Public Finance and Accountancy. He has degrees in accounting from Victoria University of Wellington and a PhD from the University of Birmingham, England.

He is a recipient of the Chartered Institute of Public Finance and Accountancy’s President’s Medal. He has also been awarded the International Federation of Accountant’s International Gold Service Award and its Outstanding Achievement Award. He is an Honorary Member of the Association of Chartered Certified Accountants (ACCA) and was awarded the Outstanding Contribution to the Accounting Profession by the Association of International Accountants (AIA). He has been named a “Top 10 Influencer” by International Accounting Bulletin.

Biography

Igor Lukšić first become a Member of the Parliament of Montenegro in 2001, a period of transition as the nations comprising the State of Union of Serbia and Montenegro were moving towards independence.

From 2004 - 2010, Dr. Lukšić served as Finance Minister of Montenegro. Thus, Finance Minsiter Lukšić presided over the nation’s finances through three key events:

1) the transition to independence in 2006,

2) the global financial crisis in 2008, and

3) the government’s first Euro bond issuance in 2010.

In 2005, he completed a PhD in Economics with a doctoral dissertation entitled Transition – the Process of Achieving Economic and Political Freedoms. A scholar of the Austrian School of Economics, Dr. Lukšić has been involved in the debate between Austrian and Keynesian economists with the perspective of both an academic and a policy-maker who has had to put economic theory into application.

Dr. Lukšić assumed the role of Prime Minister in 2010.

An advocate of the benefits of the European Union and the Euro, Prime Minister Lukšić made preparing Montenegro to join the European Union and Eurozone a top policy priority.

Additionally, Prime Minister Lukšić has also advocated for Montenegrin ascension to NATO, which occurred in 2017.

Following his Prime Ministership, Dr. Lukšić continued working towards Montenegrin ascension to the European Union, serving as the Deputy Prime Minister and Minister of Foreign Affairs & European Integration of the Government of Montenegro from 2012 - 2016.

Dr. Lukšić stood as a candidate for the position of United Nations Secretary General in 2016.
